Can the present constitution of Portugal and Spain ever survive in the future? He never set foot in Portugal in , as the Brazilian Assembly forbade his departure from Brazil. Taking advantage of the removal of the strict censorship ushered in by the Carta, Almeida Garrett immersed himself once more in political journalism, publishing several leading newspapers, including O Cronista. He actually said very little about his period of exile in England and France, and still less about the impact of that interval of his life on his politics and literature.

Certainly, the range of his reading enlarged,10 but, in general, it may be affirmed that Almeida Garrett was much less effusive than his fellow exiles, of whom there were several thousand in the —32 period. He said little, too, in his public utterances, concerning the hardship and perpetual penury about which other exiles incessantly complained.
His unpublished work suggests that he was both puzzled by and enamoured of England. Better put, it was published when the moribund Portuguese constitutionalist cause, increasingly divided against itself and seemingly soundly defeated by the pretender Dom Miguel, received an unexpected and unearned reprieve as a result of the French July Revolution. The pamphlet was published, in London, just after the July Days in Paris.
Yet, as Almeida Garrett indicated in the preface to the pamphlet, its composition had been begun in and most of an earlier version of the The mids were a fertile moment for international solidarity. Italian exiles had flocked to Spain and Portugal in the early s, after their revolutions had been crushed, and Southern Europeans retained a sense of their common plight during exile after the failure of the Iberian revolutions in A mark of civilization is the capacity to recover lost liberty through the removal of despotism in a form consistent with public order and international peace.

For Almeida Garrett, and many other liberals of the late s, the American Revolution of the s represented the first stage in the recovery of liberty. But such past experience, however distant, was an important inspiration for contemporary politics.

The Spanish constitution, the Constitution of Cadiz, adopted in various forms and slight differences throughout Southern Europe in —1, was praised by Almeida Garrett as an essential step in the recovery of liberty. The purported distinction and tension between Southern vs Northern was Only as a bloc could political liberty survive in each of the individual states. He therefore urged the creation of an alliance in support of the July Revolution then unfolding in France. Only through international cooperation could the counterrevolutionary tide be turned in each country, and idea prefiguring the Quadruple Alliance of the mids, which ultimately included Spain, Portugal, Britain and France.
He thus casts national political issues in international terms. Composite monarchies, empires and federations were less stable than loosely allied and aligned congeries of independent states working cooperatively to maintain the liberty of their allies. Almeida Garrett thus argued that strength was gained paradoxically through multiplicity and heterogeneity. A diverse political ecosystem was, in his view, the most propitious environment in which to protect the tree of liberty.
